Study shows Historically Black Colleges and Universities struggle to meet Title IX's proportionality test

Another one of the unintended consequences of Title IX enforcement: Schools like Howard, Jackson State, Southern and 72 others can't attract enough male students, so a negative feedback loop has been set up that keeps resulting in men's athletic programs being eliminated. Ironically, one of the best ways to attract men to campus is to offer varsity sports.
