What moves are illegal in MMA?

I know the obvious ones, but what stops one of these guys from breaking their opponents neck or pushing his opponents nose up into his head or head butting or shots to the throat? How does the UFC, for example, know that they are not signing a guy who kill a man with targeted strikes. There has to be martial artists out there who can inflict lethal damage.
