Does CBS choose the Tournament for the Selection Committee

UCLA coach Ben Howland called out CBS and hinted that they have an impact upon the teams chosen for the NCAA Tournament. Whether this is correct or not, it seems like the Committee has been inconsistent throughout the last couple of years, making the conference tournaments mean a whole lot some years and not at all in others. Some teams who made runs in their tournaments (Arkansas) were let in despite teams with good years (Syracuse) and ok conference tourney's were left out. Consistency is all I ask for, plus we need some more mid-majors and not have them face each other in the first round.
