Belisle A Lock for Reds Rotation?

Many people have been constantly saying Reds starter Matt Belisle is a lock along with Harang and Arroyo for a spot in the Reds rotation next year. I ask why? Belisle has never truely proven he has what it takes to be a consistent major league starter, and with such great young talent, I do not think Belisle is a "lock".
