The San Diego Padres have made overtures to free-agent reliever Heath Bell.Padres general manager Jed Hoyer said Thursday the club would like to retain the services of the veteran right-hander, though he did not reveal any specifics about the contract offers.Bell is expected to generate plenty of interest should he test the open market. The 34-year-old recorded 43 saves to go along with a 2.44 ERA in 62 2/3 innings with the Padres last season.Hoyer also confirmed that the team hasn't decided whether it will pick up the $5 million contract offer on Aaron Harang. The veteran righty went 14-7 with a 3.64 ERA for San Diego this season.Hoyer added that the Padres would decline the options on reliever Chad Qualls and first baseman Brad Hawpe.
