Robert Mosebach, 24, started 29 games for Arkansas Travelers of the Double-A Texas League last season, going 9-12 with a 4.62 ERA. The 6-4 hurler needs to stay on the Phillies' 25-man roster the entire season or be offered back to the Angels for $25,000. Then in the AAA phase, they selected Kyle Haines, a second baseman from the Giants who must stay on the AAA roster or be offered back for $12,000.
