The Angels have signed 34-year old lefty reliever Scott Downs to a 3-year, $15 million dollar deal.  Downs pitched in 67 games (0 starts) for the Blue Jays last season and he was 5-5 with a 2.64 ERA and a 1.00 WHIP.  He only gave up 47 hits in 61 1/3 innings for the Jays last season as he was missing a lot of bats.  Downs has now pitched in 379 games (50 starts) in his first nine years in the majors and he is 27-28 with 16 saves, a 3.79 ERA and a 1.36 WHIP.  Downs has been excellent since turning into a full-time reliever four years ago.  In his last four years, Downs has pitched in 262 games (0 starts) in which he is 10-13 with 15 saves, a 2.36 ERA and a 1.15 WHIP.  Downs will team with Fernando Rodney to give the Angels a nasty back end of the bullpen.  I really like this signing for the Angels.
