Days after Miami Heat Team President Pat Riley said his team did not have the budget for a free agent, the franchise signed former L.A. Clippers point guard Shaun Livingston to a two year deal Friday. The "Associated Press" reported that Livingston was practicing with the team on Friday, and would join the team as it plays a series of preseason games in Europe.
