Sporting News staff reports The Cleveland Cavaliers have completed the framework for a two-year deal with free-agent forward Leon Powe, the Cleveland Plain Dealer reports.   The deal could become official as early as today, depending on when Powe arrives in Cleveland to meet with team doctors, according to the report.   Powe tore the ACL in his left knee playing for the Celtics in the first round of last season's playoffs. He may not be able to play again until the All-Star break, but Cleveland is apparently willing to wait.   Powe had the best season of his three-year career in 2008-09, averaging 17.5 minutes, 7.7 points and 5 rebounds in 70 games for Boston.
