Ballot and comments from AP Pro 32 panel voter Rich Gannon of CBS Sports/Sirius XM: RICH GANNON (CBS Sports/Sirius XM) 1. Green Bay - McCarthy and Capers will fix defense. 2. New England - If Patriots improve on D they'll be back in Super Bowl. 3. Baltimore - 24 wins over last two seasons and a happy Ray Rice. 4. San Francisco - Great D and better this year in passing game. 5. New York Giants - I know they are defending champs, but they were just 9-7 in regular season. 6. Houston - Can Texans build on last season's success? 7. Pittsburgh - Can Todd Haley and Big Ben make it work with two rookie starters along OL? 8. Chicago - Protect Cutler and Bears are back in the playoffs. 9. Cincinnati - Maybe too high at 9, but I love the QB and both coordinators. 10. Philadelphia - Can Vick play all 16 and can D stop the run? 11. Atlanta - Falcons will improve on D with Mike Nolan at the helm. 12. New Orleans - Despite the turmoil the Saints still could make the playoffs. 13. Denver - Manning and Broncos finish 9-7. 14. Buffalo - Bills make playoffs if they avoid the injury bug. 15. New York Jets - Curious to see how they manage the QB situation . . . Good Luck! 16. Kansas City - Crazy AFC West. Chiefs and Cassel play well. 17. Tennessee - The Week 1 starter at QB . . . Hasselbeck. 18. Dallas - It's all about leadership - where is it? 19. Detroit - Tumultuous offseason and concerns at RB make me believe it's a 9-7 type year. 20. San Diego - Chargers will score points but will struggle on D initially. 21. Arizona - Loved how the Cardinals finished last season but who's the QB? 22. Tampa Bay - From 4-12 to 8-8 in one season under Schiano. 23. Seattle - Back-to-back 7-9 seasons with Carroll, this year 8-8 with a new QB. 24. Oakland - More discipline equals more wins with Dennis Allen - eventually! Headed in right direction. 25. Carolina - Cam Newton is special but the D is ordinary. 26. Washington - 11 wins in two seasons for Shanahan, RGIII better be the answer. 27. Miami - WR and QB concerns. Tough first year for new head coach Joe Philbin. 28. St. Louis - Three different OCs in three years for Bradford isn't exactly a formula for success. 29. Indianapolis - Won't take as long as people think with Andrew Luck and that coaching staff. 30. Minnesota - Win more than the three they won a year ago but not more than seven. 31. Jacksonville - New coaching staff, an unhappy RB and serious concerns with the QB. 32.
