Brandon Harris has been fined $21,000 for his hit on Lions punt returner Stefan Logan on Thanksgiving Day.
Logan, who didnt signal for a fair catch on the play, was judged to be defenseless and that cost the Texans 15 yards.
But Harris said hell file an appeal.
