Tennessee Titans defensive end William Hayes has been fined $15,000 by the NFL for hit his on Atlanta Falcons quarterback Matt Ryan. Hayes was flagged for roughing the passer when he landed on Ryan in the second quarter of a 23-17 loss to Atlanta. Hayes said he doesn't understand the rule and plans on appealing the penalty. He has 10 tackles and a pair of sacks in six games this season.
