On Thursday afternoon, it was announced welterweight Brian Foster (Pictured) will be forced out of his tournament quarterfinals matchup against David Rickels after the Mohegan Sun Commission failed to grant him his license.

According to Bellator Fighting Championships, Foster will need to be screened for additional testing before he is medically cleared to resume his career.

Last April, the 27-year-old was forced out of UFC 129 at the 11th hour after a pre-fight exam discovered Foster had a brain hemorrhage. He was subsequently cleared, but the UFC didn’t re-sign him. Foster has since picked up a pair of wins away from the Octagon.

Bellator didn’t confirm whether his exit from next Friday’s event was related to the complications he experienced last year.

Jordan Smith has agreed to serve as a last-minute substitute and meet Rickels at “Bellator 63” inside Mohegan Sun in Uncasville, Connecticut.

“Brian’s a hugely talented fighter who we were hoping to see next Friday, but his Bellator premiere will need to be delayed just a bit” Bellator CEO Bjorn Rebney said. “But to pick up a rising star in Jordan Smith and place him into the fire of our $100,000 Welterweight Tournament is what makes great moments.”

MTV2 will broadcast the card’s main bouts at 8PM ET/PT.
