The Redskins plan to sign quarterback Richard Bartel from the Jacksonville Jaguars' practice squad and will release quarterback Andre' Woodson from their practice squad, a league source said. Bartel would be the third quarterback on the active roster. Starter Jason Campbell and backup Todd Collins have been the only active quarterbacks this season.
