      <description>Grapevine&amp;#39;s Richard Bartel was signed by Washington off Jacksonville&amp;#39;s practice squad to be the Redskins&amp;#39; No. 3 quarterback behind Jason Campbell and Todd Collins.

Bartel spent parts of two seasons on the Cowboys&amp;#39; practice squad before joining Cleveland late last season. He went to training camp with the Browns. He completed 15-of-18 passes for 177 yards in three games for the Browns.
