I assume this was from Saturday Night Live with Zach Galifianakis. I only saw randoms parts of it last night. Can't remember if I saw this or not. Regardless this is pretty damn funny. Galifianakis really isn't as funny to me since he played the same type of guy n Hangover in a bunch of other movies. He's still a funny actor and is a big supporter of legalizing it.

Texas Decriminalizing Marijuana
A few days ago Rep Harold Dutton Jr (D-Houston) introduced House Bill 548 which seeks to decriminalize possession of under an ounce of marijuana from a class B misdemeanor to to a class C misdemeanor.
