Does he really think that he can stay out of trouble here in Cincy? If Pacman/Adam Jones can stay out of trouble, then anyone can; however, I think that he needs a fresh start in a new city, not one where everyone is looking for the slightest hint of trouble so they can call him out on it.
Henry is one of the most physically gifted receivers in the game - fast, tall, can jump, good hands, etc. - however he has a lot of growing up to do on and off the field. He doesn't go for any pass over the middle out of fear of getting hit, takes plays off, and can't keep himself together off the field either. If he isn't getting into trouble, trouble is finding him via his house being foreclosed, his car reposessed, or partying with minors at a hotel. I hope he can turn it around because he can help this team, but he will have to prove himself over and over and over in this city.
