Connor Phillips was born in Houston, Texas, on May 4, 2001. He played high school baseball at Magnolia West High School in Magnolia, TX. He was the fifth-ranked RHP and the eighth-ranked overall player in Texas. Phillips in his senior season went 12-3 with a 1.13 ERA and 125 strikeouts in 92.2 innings. Phillips was ranked the 21st RHP nationally and the 61st overall high school player. He committed to play college baseball at Louisiana State University but instead enrolled at McLennan Community College.

Phillips before the season was traded from the Mariners to the Cincinnati Reds where he pitched at High-A Dayton and Double-A Chattanooga making 24 starts going 5-8 with a 3.78 ERA, a 1.39 WHIP, and 150 strikeouts in 109.2 innings.
