In a surprising move, Tennessee Titans wide receiver Kyle Philips is inactive for Sunday's game against the Indianapolis Colts.
Rookie wide receiver Colton Dowell, who has been praised by his coaches for contributing on special teams, is active.
Philips was not on this week's injury report and every indication is that he is a healthy scratch this week.

Philips being inactive comes as a huge surprise. The second-year wide receiver had been making solid contributions to the offense since Will Levis took over as the team's starting quarterback.
Against both the Pittsburgh Steelers and Tampa Bay Buccaneers, Philips had over 60 receiving yards. The for UCLA Bruin has nine catches for 136 yards over his last four games.
Clearly Tennessee values Dowell's special teams impact, and with Treylon Burks returning this week, Philips is the odd man out.
