It’s Decision Day for yet another Penn State football recruiting target.
2025 4-star wide receiver Matthew Outten is scheduled to make his college decision this afternoon at 3 PM.
The 6’2″, 195-pound athlete from Norcom High School in Portsmouth, Virginia will be choosing between Penn State, Virginia Tech, Maryland and Syracuse.

This talented wide out took his official visit to State College the weekend of June 7, along with making an unofficial visit in February and a game day visit last fall for Penn State’s big game against Michigan.
Last season in 6 games, Outten collected 665 all-pursue yards, recording 22 catches for 480 yards and 6 touchdowns, while also rushing the ball 11 times for 125 and 2 touchdowns.

247 Sports lists Outten as the No. 6 prospect in the state and one of the Top 140 overall prospects in the Class of 2025.
Penn State football recruiting Class of 2025 currently holds 19 commitments and as a Rivals Team Ranking of No. 5 in the country.
Penn State has gotten commitments from two wide receivers (Jeff Exinor from Maryland and Lyrick Samuel from New York).
The Nittany Lions are also still actively recruiting two elite 4-star wide outs Koby Howard from Hollywood, Florida and Taz Williams, Jr. from Red Oak, Texas.
