MLB is Reportedly Holding Off on Rule Change to Address Late-Season Salary Dumps

MLB officials will not be implementing a new rule this offseason that would prevent teams from dumping players onto the waiver wire to avoid paying the luxury tax, ESPN's Buster Olney reported Monday.

League officials will supposedly wait at least another year before revisiting a potential rule change.

The practice was used most explicitly this summer, when the Los Angeles Angels punted on the season in late August – once their playoffs hopes had been dashed. A month after swinging a massive trade deadline deal for Chicago White Sox pitchers Lucas Giolito and Reynaldo López, the team waived both.

Los Angeles also let go of veteran power-hitting outfielders Hunter Renfroe and Randal Grichuk, as well as former All-Star pitcher Matt Moore.

In doing so, the Angels wound up roughly $30,000 below the luxury tax threshold, barring any changes found in the MLB Players Association's final accounting checks. By getting under that $233 million line, Los Angeles will avoid paying extra penalties to the league.

Giolito, López, Renfroe and Moore found themselves on the open market as a result of the Angels' cost-cutting strategies, and each of them were able to land with a playoff contender before the Sept. 1 roster deadline.

Without those veterans – or eventual MVP Shohei Ohtani, who was shut down for the year due to an elbow injury – the Angels went 8-19 in September. They had also gone 8-19 in August, after they had tried to buy-in on the team by acquiring Giolito, López and others.

According to Olney, a potential rule change was first discussed at the GM Meetings in November. League executives ultimately decided that more data was needed before implementing any guardrails in time for 2024, however, and that another instance as drastic as the Angels' might be needed in order to establish anything concrete in the future.
