Five Key Questions the Green Bay Packers Offense Must Answer in 2025

The Green Bay Packers offense improved when running the football in 2024 but was less consistent throwing it. Jordan Love suffered through several injuries and failed to make much progress in his second season as the team’s starter. The receivers also dropped too many passes which caused inconsistency on offense. But the team feels they can be better in the coming season. The Packers still have many questions to be answered as the team heads into training camp next month. Here are five key questions facing the Packers offense as we head into the 2025 season:

We know Josh Jacobs will be the number one back but who wins the second running back spot? Does MarShawn Lloyd become the top change of pace back after only getting into one game as a rookie? Will Lloyd be able to beat out Emanuel Wilson, who enjoyed a strong season as the number two back a year ago? Where does that leave Chris Brooks, who was the best running back in pass protection last season?

The Packers have a group of talented running backs, but how they will be utilized remains a question as we prepare for training camp next month.

Number Four: Will the Packers Sign Elgton Jenkins and Zach Tom to New Deals?

Elgton Jenkins attended OTAs but did not participate in practices because he wants his contract restructured. The Packers will be moving Jenkins to center. Jenkins appears willing to make the move, but only if he receives assurances about his contract and future with the team.

Meanwhile, starting right tackle Zach Tom has been the team’s highest graded offensive lineman over the last two seasons according to Pro Football Focus. Tom will be starting the final year of his entry-level contract in 2025 and is now eligible to sign an extension.

GM Brian Gutekunst should prioritize signing Tom to a new contract before the season starts. That could even reduce his 2025 cap hit depending on how the contract is structured.

Keeping Jenkins and Tom keeps two of the team’s best offensive linemen under contract for the foreseeable future. We’ll see if Gutekunst can get that done.

The Packers also need to see who will start at left tackle and right guard with Rasheed Walker and Jordan Morgan battling for the starting left tackle spot while Sean Rhyan and Morgan are considered candidates at right guard.

The Packers selected Matthew Golden in the first round of the 2025 NFL Draft. The Texas alum became the first wide receiver to be taken in the first round by the Packers since 2002.

Golden made a good first impression at OTAs but of course, that is a non-contact practice without pads and tackling.

The Packers are hoping Golden can utilize his speed and his consistent hands to add a more reliable receiver to the offense. How big an impact he’ll have as a rookie remains to be seen. He will likely have a bigger role in the offense later in the season than in the early stages of his rookie campaign.

Number Two: How Will the Targets Be Distributed?

The Packers have a young group of receivers with potential, but they lack a go-to receiver at this point. Who will step up and become the number one receiver? We know Christian Watson won’t be available until some point in the second half of the season. But what impact will Golden, and third round pick Savion Williams have as rookies?

Will Jayden Reed, Romeo Doubs, or Dontayvion Wicks become more consistent and take a step forward in 2025?

There has also been talk at OTAs of getting the ball downfield to tight end Tucker Kraft more often this season. What role will Luke Musgrave play if he’s healthy?

Will the Packers be able to keep give these receivers enough targets to keep them happy this year? Head coach Matt LaFleur welcomes competition and says, “iron sharpens iron.” But will the competition stay healthy and will one or more receivers step up and take their games to another level.

Five Key Questions the Green Bay Packers Offense Must Answer in 2025, Number One: Will Jordan Love Take a Step Forward?

Love played at an elite level in the final eight games of 2023. In 2024, he suffered a knee injury in the season opener and was never fully healthy. While Love’s statistics were slightly better in 2024, he did not take a sizeable step forward last season.

Love looked very sharp at OTAs, but again, these are non-contact scrimmages and practices. The Packers are hoping Love stays healthy and takes another step forward in his development in his third season as the starter.

If the Utah State alum accomplishes that, the offense could go from good but inconsistent to elite.
