Callaway, who spent the first three seasons of his NFL career with the New Orleans Saints, spent time with the Denver Broncos, Las Vegas Raiders, and Saints in 2023.
The former Vol's best season came in 2021 when he caught 46 passes for 698 yards and six touchdowns while playing a key role for the Saints.
Callaway, who played at Tennessee from 2016 to 2019, didn't record any stats in 2023, though he played some for the Saints late in the season.
A reserves/future contract means Callaway will count against the Steelers' offseason 90-man roster, but he won't officially be under contract with the team until the new league year begins in March.
