New Jersey’s Division of Gaming Enforcement (DGE) is shaking up the online gambling world with a proposal aimed at protecting players from problem gambling.
If the new regulations are adopted, they would replace the current voluntary guidelines with a standardized set of mandatory rules for all online casinos and sportsbooks.
Under the new regulations, all licensed operators will need to monitor player activity for specific “trigger behaviors” that could indicate a risk of gambling-related harm. Some of these red flags include:
These measures are part of a responsible gambling initiative started by Gov. Phil Murphy in 2024, highlighting increased awareness of online gambling risks. There’s also a nationwide effort to promote safer gambling habits.
When these triggers are detected, operators must follow a tiered intervention process:
Initial Outreach: Deliver responsible gaming information and resources to the player.
Escalated Response: If the risky behavior persists, the player’s account may be suspended until they view a mandatory educational video.
Direct Intervention: For severe cases, a Responsible Gaming Lead will directly contact the player and may close the account if necessary.
Since the introduction of online casinos in 2013 and mobile sports betting in 2018, the state has acknowledged the need for more robust intervention tools to safeguard players.
September is also Responsible Gaming Education Month. It highlights the commitment of the gaming industry and its partners to create a safe and informed environment for gambling. By focusing on education and proactive measures, the initiative aims to support responsible gaming practices across the country.
A central component of the proposed rules is the introduction of a Responsible Gaming Lead (RG Lead) at each operator. This individual will oversee the identification of at-risk patrons, manage intervention protocols, and ensure proper player protections are in place.
These regulations aim to replace the current patchwork of voluntary guidelines with a consistent set of standards across the industry, enhancing the state’s ability to enforce and oversee responsible gaming practices.
In addition to the newly proposed regulations, New Jersey Senate Bill S-3666 is currently active in the 2024–2025 legislative session. If passed, it would require school districts to provide instruction on the risks of compulsive gambling as part of the New Jersey Student Learning Standards.
The bill mandates that gambling education include information about gambling addiction, risk to personal finances, and concepts like probability versus predictability as they relate to gambling decisions.
The DGE’s proposal is part of a broader initiative prompted by concerns over inconsistent player protections and was outlined in a recent report to the governor. The rules are open for public comment until November 14, 2025, after which they may be refined and finalized.
While these changes require significant technology and analytics upgrades from operators, they are considered crucial to strengthening public trust and avoiding regulatory pitfalls.
If adopted, these rules would mark a significant shift in how New Jersey oversees online gambling, potentially setting a precedent for other states. By ensuring all operators adhere to the same high standards, New Jersey aims to enhance player protection and promote responsible gambling across the board.
New Jersey’s latest regulatory push aims to balance the growth of online gambling with the need to protect vulnerable players, ensuring that responsible gaming becomes a core component of the industry.
The Action Network, along with Better Collective, believes that sports betting and casino games should be enjoyed as fun activities, without causing financial or emotional harm. To help with this, we offer various tools that support responsible gambling.
There are many educational resources available to help people gamble responsibly. These include brochures, digital ads, and guides on social media, often provided in different languages. The goal is to ensure that information about responsible gaming is easy to find and use.
