Sean Payton’s longstanding officiating frustration draws NFL attention

Denver Broncos head coach Sean Payton has had a long history of criticizing NFL referees over a lack of consistency and clarity. In response, the league office is implementing new accountability procedures for game officials.

After many years of complaints from coaches, including Payton’s vocal decade-long frustration, this change is welcome. Now, a new seven-year agreement runs through the 2032 season between the NFL and the referees’ union.

“The new Collective Bargaining Agreement between the NFL and the NFL Referees Association emphasizes competition,” Mike Florio of Pro Football Talk noted.

Under these updated performance rules, underperforming referees will have to go through official reviews and probable demotions. They’ll be demoted to working spring games in the United Football League.

12 referee practice squads are being introduced to substitute struggling on-field referees . They are a group of developmental/swing officials who can take over. Those who officiate matches poorly will have supervisor reviews on refereeing mechanics and in-game positioning.

“And it carries fresh accountability for those who can’t compete,” Mike Florio of Pro Football Talk added.

NFL VP Ramon George confirmed that underperforming refs who miss playoff assignments will re-earn their spots by working spring minor-league games in the UFL. This system responds to years of vocal pressure from coaches like Payton.

Dealing with league executives without getting clear answers eventually exhausted Sean Payton. This constant stress and burnout forced him to step away from coaching in 2022.

He eventually returned to coaching,and had another similar episode in 2025.

Payton gives his take after storming the field during the game with the New York Giants

Sean Payton knew it was a mistake the moment he did it. He did it anyway.

With the Broncos clinging to a one-score game against the New York Giants and a critical pass-interference call going against cornerback Riley Moss late in the fourth quarter, Payton left the sideline and marched straight to the officials’ huddle on October 19, 2025. In a blue hoodie and headset, he joined his own players in barking at the crew, drawing an unsportsmanlike conduct penalty in the process.

“It was silly,” Payton said after Denver’s 33-32 win. “I just wanted them to hear me. Can’t do that,” said Payton after the game, as per The Denver Post.

And the frustration had been building well before that moment. Payton had already been seething over a first-quarter offsides call on Pat Surtain II and three consecutive weeks of flags he felt tilted against his team. 

The late PI on Moss, which turned a Giants third-and-10 from the 40-yard line into first-and-goal from the 2, pushed him over the edge. Denver finished the game with 12 flags against them.

Moreover, Payton also lit into Moss on the sideline after the call, slapping his clipboard in frustration.
