A Tennessee Vols legend was named by CBS Sports on Tuesday as one of the biggest NFL draft busts of all time.
CBS Sports ranked the top 10 draft busts of all time and former Vols quarterback Heath Shuler, the No. 3 overall selection in the 1994 NFL Draft, came in at No. 7.

From CBS Sports: Thirty years ago, Washington was in dire need of a starting quarterback so the team decided to draft two of them. In 1994, they took Shuler with the third overall pick and then they followed that up by taking another quarterback in the seventh round (Gus Frerotte). Although Shuler was the starter for 13 games over two seasons, he eventually lost the quarterback job to Frerotte. When you're the third overall pick and you lose your job to the 197th overall pick, that makes you a bust. Shuler was eventually traded to the Saints in 1997 and he lasted one season before he decided to quit football due to a foot injury.
Shuler had a terrific career at Tennessee -- he was the SEC player of the year in 1993 and he finished second in the Heisman Trophy voting to Florida State quarterback Charlie Ward the same season -- but things didn't quite work out for the North Carolina native in the NFL.
The former Vol played five seasons in the NFL before retiring in 1999.
Shuler passed for 3,691 yards, 15 touchdowns, and 33 interceptions during his NFL career.
While it didn't work out for Shuler in the NFL, he still managed to become incredibly successful. Shuler was a member of the U.S. House of Representatives (representing North Carolina's 11th district) from 2007 to 2013.
Shuler's son, Navy, is currently a quarterback at Tennessee.
