Jones has 12 catches for 204 yards this season, while Brown has seven receptions for 92 yards and a touchdown.
With Jones and Brown out Sunday, Nick Westbrook-Ikhine, Cameron Batson and Chester Rogers will need to step up at receiver. Westbrook-Ikhine was Tennessee's leading receiver against the Colts with four catches for 53 yards and a touchdown.
Bud Dupree, Caleb Farley, Brett Kern and Larrell Murchison have also been ruled out for this weekend's game with injuries.
The Titans are first in the AFC South this season with a 2-1 record. The Jets, meanwhile, are last in the AFC East with an 0-3 record.
