The are a number of rules that have been modified during the 2025 NFL Annual League Meeting.
Among them is the dynamic kickoff, which as we know underwent a major change last year. Now, owners from around the league have voted in favor of moving the ball spot on touchbacks from the 30-yard line to the 35-yard line for kicks sent into the endzone.
NFL owners approved the modified kickoff rule, minus a couple components, per source. No onside kick changes at the moment. That could be considered later.

The goal of this is to restore kickoff returns to relevancy instead of teams booting the ball through the back of the endzone for a touchback. There were 332 more kickoff returns in the NFL last season, and that number should increase in 2025 as teams could be hesitant to let opposing offenses start their drives from the 35-yard line.
That could create a big advantage for the Denver Broncos, who have arguably the best kick return specialist in the league in wide receiver Marvin Mims Jr. In each of his first two seasons, Mims has been named an All-Pro and a Pro Bowler. He was also named to the PFWA All-Rookie team in 2023.
Mims has returned 22 kickoffs in his career for 591 yards and one touchdowns, good for an impressive 16 yard average. He has also returned 45 punts for 720 yards. With the rule change, the 4.3 40-yard dash speedster may now get the opportunity not only for more kickoff returns, but more TDs. Mims could also set the Broncos' offense up nicely with better starting field position.
Not to be forgotten are his skills as a WR. Mims improved his reception total from 22 in 2023 to 39 in 2024, and increased his receiving yards from 337 to 503. He also became a much bigger scoring threat, catching six TDs after only getting one the year previous. If Mims can continue to evolve as a WR and remain an elite return man, he could set himself up for a nice payday down the line.
