GM Andrew Berry's potential NFL Draft plans could mean Browns QB carousel isn't stopping anytime soon 

The Cleveland Browns took two quarterbacks in the 2025 NFL Draft. That may not stop them from adding another in the 2026 draft. 

Browns general manager Andrew Berry spoke with the media at the NFL Scouting Combine in Indianapolis on Tuesday to discuss the team's plans entering the 2026 draft. He didn't rule out selecting a QB. 

"I would put any restraints on that," he said when asked if the team would grab a QB, even though it took Dillon Gabriel (pick No. 94) and Shedeur Sanders (pick No. 144) in 2025, via Fox Sports Ralph Vacchiano.

Once again, the Browns have no clear plan at the most important position.

Sanders and Gabriel both played in 2025, but neither proved they're a franchise cornerstone. Sanders completed 120-of-212 passes (56.6 percent, below average) for 1,400 yards, seven touchdown passes and 10 interceptions in eight games. Gabriel, meanwhile, completed 110-of-185 passes (59.5 percent, below average) for 937 yards, seven TD passes and two picks in 10 games.  

Let's not forget to mention QB Deshaun Watson is still on the roster. He didn't play in 2025 because of an Achilles tear but should be good to go for the 2026 offseason program. 

Browns fans should hope he isn't in the running for the starting job. Since Cleveland acquired him from the Houston Texans in a blockbuster trade before the 2022 season, the three-time Pro Bowler has a 9-10 starting record in the regular season and has posted a subpar 80.7 passer rating. 

The Browns aren't in a position to spend big on a QB in free agency. Spotrac estimates they'll be $19.54M over the salary cap at the start of the offseason. 

With that in mind, expect the team to target Alabama Crimson Tide QB Ty Simpson (6-foot-2, 208 pounds) in the draft. Cleveland owns pick No. 6, but Berry said he'll consider trading it. If the team moves down, it could then select the Alabama standout. 

Simpson tied for 12th in the FBS in TD passes (28) in 2025 but started just 15 games in his college career. He also flopped in a 38-3 College Football Playoff quarterfinal loss to the Indiana Hoosiers, throwing for just 67 yards. 

Considering that, it wouldn't be a surprise if he struggled in Cleveland. The Browns went 5-12 in 2025. This offseason, they fired Kevin Stefanski and replaced him with new head coach Todd Monken. 

At this rate, the Browns seem poised to select a QB in the draft each year until they find the right one. Given their history, it could be a long time before that happens. Cleveland — which has started 42 QBs since 1999 — continues to be a QB scrap heap.
