Penn State scores biggest recruiting win of the young Matt Campbell era with four-star QB James Armstrong

James Armstrong is a 2028 quarterback recruit, so in no way did he need to rush to commit.

He hasn't even played his junior season of high school football yet, which goes to show you just how much time he has left in his recruitment.

Armstrong, from Aliquippa, Pennsylvania, has no intention of dragging things out, though. He doesn't like the spotlight and attention that comes along with being pursued on the recruiting trail, and he's known all along what he wants to do.

What he wants to do is play football, and to do so for the Penn State Nittany Lions.

Armstrong made his commitment to Penn State over Kentucky and Pitt on Thursday.

“I already know where I want to play football,” Armstrong told Rivals regarding his decision. “I don’t see the point of waiting. Now I can focus on my seasons to come, focus on high school and have fun with my friends. I’m not big into the whole recruiting and spotlight. I just really like playing football.”

Penn State Nittany Lions get massive 2028 commitment

There has been some change at Penn State lately. After 12 years of James Franklin leading the way, he was fired midseason in 2025, and the Nittany Lions had to go out and find Matt Campbell to replace him.

Campbell, 46, had gone 72-55 in 10 seasons at Iowa State. At five seasons at Toledo before that, he went 35-15.

Campbell is a winner, and Armstrong quickly connected with him.

“I have a great relationship with Coach Campbell. He came to see me as soon as he got the job, and I have best relationship with him," Armstrong said. "He saw me right away, he made me a priority and I really like Coach Campbell a lot.”

Checking in at 6-foot-3, 220 pounds, Armstrong brings a ton to the table as a recruit. He's ranked as the No. 10 quarterback in the 2028 class, according to the 247Sports Composite, so he represents a big early recruiting win for Campbell at Penn State.

In 2025, for Hopewell High School, Armstrong threw for 2,232 yards and 21 touchdowns compared to three interceptions. He also rushed for 799 yards and 16 touchdowns.
