According to the Steam rap, each submission is evaluated individually, and no blanket policy prevents these games from being accessed early. So, how does this explanation hold up under scrutiny?

It seems that this individual assessment claim clashes with statements from other Steam representatives. For instance, one rep stated a month ago that Adult-Only games aren’t distributed in Early Access. This suggests developers add mature content later as free DLC after the full release.
