Cruz Advances Ali Revival Act Next Week

Senator Ted Cruz will advance the Muhammad Ali American Boxing Revival Act through his Commerce, Science, and Transportation Committee next week, setting the stage for a likely Senate floor vote on legislation that would reshape professional boxing in America.

The committee markup session for S. 5188 represents a critical procedural step that allows the bill to move forward for full Senate consideration, according to The MMA Draw. Once marked up, the legislation can proceed to the floor, where the House of Representatives would then either accept the Senate version, propose amendments, or convene a conference committee to reconcile differences.

How The Bill Would Impact Boxing Promotion

The Senate version contains provisions that could significantly advantage TKO's Zuffa Boxing division over traditional promoters, particularly through rookie contract caps and matching rights mechanisms. The legislation sets a three-year duration limit on developmental contracts while imposing unified standards on non-UBO promoters through a late addition to the text. "Application to all promotional contracts. -- Notwithstanding another provision of law, the protections afforded to boxers under paragraphs (1)(A), (1)(C), and (2) shall apply to any contract between a boxer and a promoter to the same extent as those protections apply to a contract between a boxer and a Unified Boxing Organization," the bill states, per The MMA Draw's analysis of the legislative language.

The International Alliance of Theatrical Stage Employees announced its support for the measure this week, joining the Teamsters in backing the reform effort. IATSE represents over 170,000 behind-the-scenes workers in live entertainment and sports production, including stagehands, riggers, and broadcast crews who build boxing events.

The House passed its own version of the Ali Revival Act unanimously in March 2026. The Senate markup is scheduled for next week, with floor consideration expected to follow during the current congressional session.
