Dallas Cowboys owner and general manager Jerry Jones is different things to different people. Some may view him as eccentric, while others may claim he's far too involved in personnel and roster decisions considering the Cowboys haven't won or appeared in a Super Bowl since January 1996.
One thing Jones normally isn't, though, is shy about speaking to media members. However, Calvin Watkins of the Dallas Morning News reports Jones won't hold a press event at the NFL Scouting Combine as usual for multiple reasons:

Jerry Jones is also handling some NFL business involving commissioner Roger Goodell a source said, that’s also preventing him from attending Indy.

As Charean Williams of Pro Football Talk and others have speculated, it's possible Jones is ducking questions about the Cowboys' voyeurism scandal that recently came to light, or maybe Goodell told the outspoken owner it is best for all involved that he simply avoids Indianapolis this time around.
Per Todd Archer of ESPN, Jones, 79, normally attends on-field combine workouts and then speaks with reporters from inside the Cowboys' luxury bus. It was Cowboys executive vice president Stephen Jones who spoke and offered his public support for head coach Mike McCarthy this week.
