Jalen Ramsey and the Pittsburgh Steelers snapped a two-game skid in Week 9, improving to 5-3 on the 2025 NFL season with a 27-20 win over Daniel Jones and the Indianapolis Colts. Ramsey and the Steelers’ defense gave the Colts fits, forcing six turnovers, including three interceptions of Jones.
With 4:46 remaining in the fourth quarter and the Colts driving in Pittsburgh territory, Daniel Jones connected with Michael Pittman for a 16-yard gain before Ramsey came flying in and delivered a hard hit on the receiver, sending him to the turf. Officials immediately threw a flag on Ramsey for unnecessary roughness, ruling it an illegal hit on a defenseless receiver.
In the NFL, players can be fined up to $17,389 for a hit on a defenseless player, with the amount increasing to $23,186 for a second offense. The league deemed Ramsey’s hit worthy of a fine, issuing the Steelers cornerback a $17,389 penalty.
While Ramsey was the only player from Steelers vs. Colts to be fined, he was not the only NFL player to be charged for a hit on a defenseless player. Houston Texans linebacker Azeez Al-Shaair was also charged $17,389 for a Week 4 game against the Tennessee Titans, for a roughing the passer hit to the head/neck area of quarterback Cam Ward.
"Steelers DB Jalen Ramsey was fined $17,389 for unnecessary roughness / hit against a defenseless receiver in last Sunday’s win over the Indianapolis #Colts," wrote Steelers beat reporter Alan Saunders.

This marks the 10th time Ramsey has been fined by the NFL since joining the league in 2016. Most recently, in early October of last season, the former Florida State star was charged $16,883 for a roughing the passer penalty against the New England Patriots. This is, however, Ramsey's first fine as a member of the Steelers.
Up next for Ramsey and Pittsburgh, a matchup with Justin Herbert and the Los Angeles Chargers in Week 10's edition of "Sunday Night Football."
