Spencer was in his fourth season with Carolina and was promoted two years ago after initially joining the team as the director of college scouting in 2021. He spent 11 seasons (2010-20) with the Washington Commanders' scouting department before joining the Panthers.
Haines was one of the longest tenure personnel with 22 years of experience, mostly in the Panthers scouting department. The North Carolina native worked his way up from being a video assistant and held multiple different positions in the organization.
Both moves come one month after the 2025 NFL Draft. Haines was the lead scout involved with drafting Luke Kuechly, Jaycee Horn, and Bryce Young in his career.
Person added that the vacated positions won't be filled externally at this point.
