FIFA are preparing to make a major change to the structure of senior football.

Discussions are now underway over a proposal that could reshape how teams are selected at the highest level.

According to Ben Jacobs on X, the FIFA Council has unanimously approved a consultation process around a potential new regulation.

The governing body will now engage with clubs, leagues and other stakeholders before submitting a formal proposal within the next 12 months.

If approved, it would introduce a requirement for teams to include at least one homegrown Under-20 or Under-21 player on the pitch during matches.

Such a move would place significant emphasis on academy development and could force clubs to rethink their recruitment strategies.

Managers may need to rely more on youth talent, rather than established senior options, particularly in high-pressure fixtures.

At Manchester United, this type of rule could benefit several rising prospects already attracting attention.

One of the most talked-about names JJ Gabriel.

He has enjoyed a remarkable season at youth level.

The 15-year-old wonderkid has scored 22 goals in the Under-18 Premier League, far ahead of the next highest United scorer, Louie Bradbury, who has seven.

Gabriel is already expected to be a part of United’s pre-season tour ahead of next season, showing how highly he is rated within the club.

A regulation like this could accelerate his pathway into first-team football even further.

United’s academy success has also been evident in cup competitions.

The club recently confirmed their place in the FA Youth Cup final after defeating Crystal Palace in extra time.

The young Red Devils will face Manchester City as look to win their 12th FA Youth Cup title.

While the proposal is still in its early stages, it is already generating debate.

Some see it as a positive step for youth development, while others believe it could disrupt competitive balance.

The consultation phase will now determine whether this controversial rule becomes a reality.
