Echeverri joined River at the age of eight before making his senior debut in June 2023.
He has already won two trophies with River - the Argentine Primera Division and the Trofeo de Campeones.
Echeverri is the second player to sign for City from River - after Julian Alvarez.
He will be the latest in a long line of Argentinians to play for City - following in the footsteps of Sergio Aguero, Carlos Tevez, Pablo Zabaleta, Nicolas Otamendi, Willy Caballero, Maximo Perrone and Marton Demichelis.
Former City defender Demichelis is the current manager at River.
