Meanwhile, Norway sits second in the group with three points after a 3-2 victory over Denmark and a 2-1 loss to Portugal.
The Dragons are also dealing with an injury crisis, with midfielder Harry Wilson and defender Joe Rodon ruled out of the match.
David Brooks, Nathan Broadhead, Karl Darlow, and Dylan Lawlor are also unavailable, meaning teenage striker Lewis Koumas could be handed a starting role.
For the Vikings, Manchester City striker Erling Haaland will lead the line as he looks to extend his impressive goal-scoring record in the tournament. However, Martin Odegaard remains a doubt after being set to undergo a late fitness test.
