Svitolina has never won a Grand Slam tournament and had previously lost twice before to Halep in majors. The Olympic bronze medalist has not dropped a set at the U.S. Open so far.
Naomi Osaka and top-ranked Ash Barty are out of the women's tournament, and No. 2 seed Aryna Sabalenka plays her fourth-round match against Elise Mertens on Sunday.
The U.S. Open as a whole has been without plenty of star power this year, including Roger Federer, Rafael Nadal and Serena Williams, who all opted out due to injuries.
