“We Are”… about to open.
That’s what they’re chanting around Happy Valley, Pennsylvania, these days, as the opening of the area’s new casino reached a significant milestone. We now know when the test days will be held.
Happy Valley Casino is a new Category 4 mini-casino under development in the former Macy’s space at Nittany Mall (on E. College Ave.) in College Township, just outside State College, Pennsylvania — near Penn State University in the Happy Valley area.
It’s a roughly 94,000-square-foot, smoke-free facility that is now just days away from opening.
It’s the first casino in Centre County and is expected to put a jolt into economic activity at the mall, which has seen vacancies.
The test days on April 24 and 25, 2026, from 2:00 p.m. to 10:00 p.m. are a standard pre-opening step required by the Pennsylvania Gaming Control Board. These sessions let the casino and regulators:
They’re often described as a “soft opening” or “testing nights” rather than full public access — attendance is typically limited or invitation-based (e.g., involving dealer school graduates, selected players, or stakeholders), though the announcement confirms they’re happening as stated.
This is not the grand opening; the casino hopes to launch shortly afterward, operating 24/7 (or close to it), with plans to extend hours to 8 a.m.–4 a.m. if a ramp-up period is needed.
When it opens, Happy Valley Casino will open with multiple table games, including:
Happy Valley Casino plans have already been approved by the Pennsylvania Gaming Control Board (PGCB).
A Category 4 mini-casino license permits a casino to operate between 300 and 750 slot machines.
The venue can also petition for permission to operate up to 30 table games, with the capability of adding an additional 10 table games after its first year of operation. Like the larger Pennsylvania casinos, mini-casinos offer popular gaming options such as slot machines, electronic table games, and sports betting.
Blackjack will dominate the floor, making up more than half the tables, but the full lineup of table games has something for everyone:
The selection focuses on popular banked games (like poker and roulette) alongside a mix of poker-based and specialty options. They will be strictly regulated by the PGCB to ensure compliance with gaming laws, strong consumer protections, and adherence to problem gambling requirements.
The project faced earlier delays from legal challenges but has moved forward under SC Gaming (originally led by Penn State alumnus Ira Lubert) in partnership with Saratoga Casino Holdings.
Here are some other details about the casino’s opening:
The casino’s opening has been a long time coming, as evidenced by its timeline:
In the heart of the Happy Valley area, the soon-to-open Happy Valley Casino is poised to transform the local gaming scene. As anticipation builds, this new development marks a new chapter for Centre County. It’s expected to blend modern casino gaming with the promise of economic benefits.
It’s almost game on.
