10. Bryan Mbeumo to Manchester United

Although Manchester United shelled out a whopping 75 million euros for Bryan Mbeumo and probably won’t be able to sell him at the end of his contract, the 25-year-old is a left-footed right winger in the prime of his career who was arguably the biggest breakout star in the Premier League last season with 20 goals and 7 assists.

Manchester United, as of writing this article, still haven’t signed a new striker, and even when they do, they still need all the goals they can get. Mbeumo is one of the best overall players to have moved teams in the Premier League this summer, and regardless of the cost, Man United landed him.

If anything, you could argue that another finish outside the top 10 in the Premier League would be more costly to Manchester United than 75 million euros, especially when you stack up just how much money there is to win (and lose, relative to the competition) in the modern Premier League.

9. Simon Adingra to Sunderland

There’s honestly been a dearth of real bargain transfers in the Premier League this summer, but Simon Adingra has to be considered one of them as a 28 million euro transfer.

It’s not often a top young winger will move Premier League clubs for even less than 50 millino euros, and Sunderland got Adingra for about half of that amount from Brighton.

Adingra was mostly a backup last season and only contributed to four Premier League goals for the Seagulls, but the 23-year-old was one of the big breakout stars in the league in 2023/24 with six goals and 1.6 dribbles completed per game in his first season in England. He could do a lot more for Sunderland as a regular starter and a player the club builds their hopes of survival around.

8. Mohammed Kudus to Tottenham

Tottenham have only made one major addition to their attack so far in the summer 2025 transfer window, and that was a 55 million euro transfer for Mohammed Kudus, who had a release clause of 80 million attached to his name.

West Ham sold Kudus to a rival for 25 million less than the clause, and that has to be considered a win for Tottenham. Kudus is a great example of being bullish and taking a risk on a player with clear superstar traits who can suit the new system under Thomas Frank perfectly.

Yes, Kudus is a risk, but for a club that has avoided risks too often in the transfer market, Kudus is a breath of fresh air. He is one of the most prolific dribblers in the Premier League when looking at his dribbles completed and fouls drawn over the past two seasons.

7. Mathys Tel to Tottenham

Likewise, Tottenham did very well to secure Mathys Tel permanently from Bayern Munich this summer, negotiating his fee down to a very palatable 35 millino euros.

When comparing how much young, talented winges are going for in the Premier League, Tottenham got a bargain in Tel, especially since they bought him from one of the biggest clubs in the world.

Tel has bought in big-time to the Tottenham project and was an ever-present figure around fans. He played a key role in Tottenham winning the Europa League title, and you could tell by the way he moved on the ball that he was a cut above his teammates last season in the quality department as an athlete and footballer.

6. Tijjani Reijnders to Manchester City

The most important and consistent player on an AC Milan side that included Rafael Leao, Theo Hernandez, and Mike Maignan last season, Tijjani Reijnders is freed from one of the worst-managed clubs in Europe, thanks to RedBird Capital and Zlatan Ibrahimovic.

Reijnders instead joins one of the best-run clubs in Manchester City as part of a double-swoop for playmakers. The Dutchman does a little bit of everything, as he can playmake, progress play, score great goals from outside the box, penetrate the box, carry the ball large distances effectively, excel in transition opportunities, and even defend.

5. Jamie Bynoe-Gittens to Chelsea

Before being discarded by defensive disciplinarian Niko Kovac, Jamie Bynoe-Gittens was one of the big breakout stars in the first half of the 2024/25 Bundesliga season, dazzling defenses with his ridiculous explosiveness and athletic ability.

Bynoe-Gittens came to Borussia Dortmund as an almost comically raw player, dribbling the ball out of bounds as if he were Bambi on Ice while skying shots into the bleachers.

Now, JBG is one of the most promising young Englishmen in the game, and when he cuts inside, it’s game over. His close control and finishing have improved greatly, and at around 50 million euros, Bynoe-Gittens is a more than reasonable investment for Chelsea and one of the highest-upside signings of the summer window.

4. Cristhian Mosquera to Arsenal

Cristhian Mosquera is a virtual unknown to the uninitiated football fan, but La Liga observers will tell you that price-for-price, Arsenal may have just landed the best bargain of the Premier League transfer window by snagging one of Spain’s most promising defenders.

The Valencia man completed 91.2 percent of his 54 pass attempts last season in the Spanish top flight and was dribbled past just 0.2 times per game. He’s honestly a more complete and consistent defender than Riccardo Calafiori despite receiving a fraction of the hype – and coming at a fraction of the price at 15 million euros.

3. Viktor Gyokeres to Arsenal

Most people thought Viktor Gyokeres would be headed to Manchester United, but instead of reuniting with Ruben Amorim, the Swedish international dug his heels in and pushed for a move to Mikel Arteta’s project, where he will be the Spanish manager’s new solution at the No. 9.

For years, really, Arsenal waffled on signing a proper striker, and now they bagged a guy who scored 38 league goals last season – and dropped a hatty on Manchester City in the Champions League.

Sure, his 38 goals and 7 assists came in the Primeira Liga, but there have been a number of successful transitions from the Portuguese top flight to England – and none of those guys were anywhere near that prolific.

2. Florian Wirtz to Liverpool

Liverpool shattered a transfer record to sign Florian Wirtz for 125 million euros, and he is the only player to cost more than 100 million euros in the transfer market this summer.

Yet when you look at his market value of 145 million euros, per Transfermarkt, Liverpool actually got a reasonable deal for a 22-year-old who is, without exaggeration, one of the greatest talents in the history of German football.

A young leader who pulled the strings for an undefeated Bayer Leverkusen side, Wirtz is already a historic figure who has been a regular starter for a Champions League contender in the Bundesliga since the age of 17.

The fact that Liverpool could pull him in without much difficulty above giants like Real Madrid, Barcelona, Manchester City, Bayern Munich, and others speaks to the pull the Reds have right now. He’s one of those signings you have to applaud at any cost.

1. Rayan Cherki to Manchester City

Yet the best transfer of the summer, when factoring in cost as a key part of the equation, has to be the sweet left-footed French playmaker Rayan Cherki. While Cherki’s resume pales in comparison to Wirtz’s, the reality is that he didn’t have the same opportunities to shine at Lyon.

Part of that was by design. Cherki had been on the radar of Europe’s elite, most namely Real Madrid, since around 2020. Lyon always saw him as their answer to Kylian Mbappe as the next big thing in French football, but they gently eased along his development so that he wouldn’t be vulnerable to injury or undue pressure.

The result is a player who is in his element, unsullied by influence and unchanged in his playing style. Cherki brings the unique combination of street smarts and textbook intelligence that the great French ballers of the 90s and 00s have, and he will bring that to Pep Guardiola for less than 40 million euros.
