After indicating that he would return for his junior season earlier in the offseason, Stoglin has apparently had a change of heart.  Sunday, April 29th was the final day that college players are able to declare for the NBA draft, and Stoglin has done so according to Breaking News:
Sophomore guard Terrell Stoglin has declared for the NBA Draft and will not return to Maryland next season, has learned Stoglin, who led the Atlantic Coast Conference in scoring this past season, officially filed with the NBA on Sunday, the final day for college players to declare themselves eligible for the Draft.
I'm still looking for a second source to confirm this news, as no mainstream media has reported this.  I'll update the article when I hear more. In other Maryland news, Pe'Shon Howard was arrested Sunday morning for disorderly conduct.
