Eagles quarterback Nick Foles returns to practice as offensive coordinator Bill Davis looks on. After suffering a concussion against the Dallas Cowboys on October 20th at Lincoln Financial Field, Philadelphia Eagles quarterback Nick Foles has been medically cleared to return to practice.  The second-year University of Arizona product split first team repetitions in practice with rookie Matt Barkley on Tuesday after taking and presumably passing his imPACT baseline concussion evaluation. "We'll get a feel for where Nick's at,' offensive coordinator Pat Shurmur told reporters prior to Tuesday's practice. "He had a good day of meetings. He'll come out and practice with us and we'll see where he's at." After Chip Kelly said Monday that it is unlikely that Michael Vick will be ready to play Sunday against the Oakland Raiders, the 33-year old was at practice and wearing his helmet. It's anticipated that he will be listed as a limited participant as he did not appear very active during the early portion that reporters are allowed to watch. Ultimately according to Shurmur the decision on who starts the game on Sunday will be made by Kelly. If Foles is healthy enough and named the starting quarterback it will be his first time back on the field since the worst game of his professional career when he threw for just 80 yards in a disastrous 17-3 loss.  "We had a chance to go back over the game film with Nick," Shurmur explained. "We went through the good, the bad and the ugly. He's ready to get back out there. There were throws he could have made and there were ones that weren't there, but he missed his fair share of throws that day."  Foles' start against the Cowboys was rather out of character for the quarterback who possesses a career completion percentage of 60 and has thrown 12 touchdowns and five interceptions over the course of 12 NFL starts.  In the end, Kelly's decision on who to start this week will likely ultimately come down to whether or not Vick or Foles are healthy enough to play and that will not be known until much later in the week.
