The pursuit of talent for the Philadelphia Phillies is a 8th-inning set-up man, and a center fielder in that exact order, while it simultaneously presents Darin Ruf with a leftfield shot.  Why is the brain trust concentrating on the 2nd choice first? TAL’S HANDY CAPS   WELCOME, NEWCOMERS: My articles are designed to represent a baseball-man’s thinking, the view from the dugout and the GM’s box.  Most fans do not consider the budget, prospects on the radar, the stick-glove-or-power requirements, the track record, the competition and the intangibles. I published after every battle that was not washed out.  I had many summer-long highlights of puzzle pieces, which were especially important after drubbings and defeats.  Please go to my author archives or Phillies page for my most recent coverage.  Scroll down to Tal’s Handy Links at the bottom.  Thank you.   Check out:  Philadelphia Phillies storyline: Dollars and sense equals change   Baseball-Fix Monday Schedule: Events will dictate the number from 1 to 4 each for November and December. January to mid-February will be every other week, and it will be weekly after that until the year begins.  This review is updated (2nd posting). Only on a trial basis due to a strong response, the scheduled articles will be supplemented with special fill-ins between main postings.  Continuation is based on reasonable numbers, which appears to be extremely possible.   TIMEFRAMEMAIN ARTICLESSUPPLEMENTS December1 Monday During The MonthThe Other Mondays January To Mid-FebruaryAlternating Mondays From 1/7The Other Mondays Mid-February To AprilWeekly-----     Koji Euhara Dials Up A Splitter During The 8th Of The Wild-Card Game At Home On October 5, Where He K’ed The Side Swinging: All 3 Orioles Faced   4TH NOVEMBER BASEBALL-FIX MONDAY     Retooling In Progress:    Rube Amaro has 2 types of answers during interviews. The first is to reveal exactly where he stands and the other is deliberately vague. In other words, he does not want to display the hand he’s playing, which would tip off other general managers and agents. You will also notice that the information stream of Amaro’s moves is very shallow, which is an intentional strategy. His main deficiency is a 8th-frame reliever, and his pattern has been to secure his greatest need first before proceeding. His off-season blueprint has shifted this time, however. B.J. Left Chipper Jones A Reminder After Smaking A Single Off His Ankle During The 3rd On May 18 In Tampa Bay   Usually, Rube fills his biggest void, and uses the rest of his allotment to patch the next hole.  The difference here is that his second requirement is the more expensive and less abundant one on the open market.  Ergo, it is his first move, which should not be confused with his top priority.  But take notice, he will investigate every possibility in the outfield, third base and the ‘pen, like his contact of Scott Boras for Ryan Madson.  Expect rumors on fallback plans with other players, which are not the best available fit of a Koji Uehara and a B.J. Upton.  There are other fly-ball trackers:  Angel Pagan, Shane Victorino and Cody Ross.  But the Phils are looking for someone in center who swings right handed with pop.  Torii Hunter and Melky Cabrera have been inked, while Upton has met only 2 of 5 interested franchises.   Target:  Right-Side Bat With Power PLAYERDOWNSIDE Josh HamiltonBats Left Wants $25M Per For 7 Years (Way Over Budget) Has Risky Elements That Require Monitoring Most GM's Don't Want To Offer More Than 3 Seasons Michael BourneBats Left Leadoff Hitter Wants $20M Per For 5 Tours (Way Over Budget) Requires A Long Signing Process With Scott Boras B.J. Joel Peralta received $3M per from the Rays for two 162’s. The only closer who has committed is Brandon League to 3 more tours at $7.5M each for the Dodgers. The A’s have exercised their option on Grant Balfour, while the Tigers did the same with Octavio Dotel. Brett Myers has been mentioned for starting jobs, and Texas has passed on Mick Adams, who had an asking price that was too high. If that was $6M per for 3 summers, the Rangers may prefer someone in the $4-5M range. However, if it was $8M per, that would be exorbitant. Other than organizations with the want-him-back mantra, there are no reports on:  Brian Wilson, Joakim Soria, Jonathan Broxton, Jon Rauch, Jason Frasor and Brandon Lyon.   Free-Agent Back-End Arms: NOTE:   Set entries button at 25 for every second row to have an alternating background color. Jon Rauch Unloads During The 8th For His 12th Hold On August 1 In San Francisco     Amaro has proceeded toward a 2-season deal to land Koji with the quietness and swiftness of a stealth submarine. Rube was the first to have personal contact with B.J. by dispatching Cholley Manuel for a personal visit. Since the discussions have reached the maximum point at this time, the brain trust is now engaging on part 2 of their off-season targets. The GM has already stated that he would desire to go the free-agent route instead of depleting the farm. That statement was glossed over by rumors, fan-like dreams, and answers to other interview questions.       Financial & Budget Tables @ Philadelphia Phillies storyline: Ruf’s path, an economic revelation   Jason Frasor Rocks Back With A 4-Seam Fastball During The 9th On May 10 In Minneapolis     Myers will only return, if he does not get a rotation or hammer position.  Wilson, Soria and Madson are firemen who were last healthy in 2011, which means they haven’t proven they are sound.  Adams and Lyon will probably cost $5.5-6M per over 3 years, which is too high after spending approximately $14.5M for the CF from Tampa Bay.  That leaves Uehara, Broxton, Rauch and Frasor as the top 4 choices in that exact order.  Koji had the best numbers and can be had with a 2-campaign arrangement, which would give the young guns time for growth.  When all things are considered, Uehara is the most comfortable selection.     LINK-UP BELOW: Tal’s Handy Caps on Facebook is for notification of posts and any holdups that may occur. It might be worth your while because there are delays of 2 hours on most feeds.
