One college coach, other than Charlie Weis, constantly under-performing is Clemson Head Coach Tommy Bowden. It seems his sole goal is to gain bowl eligibility and point to that as a sign of success. There's a problem with that philosophy; more than half of NCAA Division 1 schools participate in bowl games. It's not an accurate barometer of a programs success.
