The University of Oregon and the NCAA agree that “major” violations were committed by the school’s football program, according to documents released Monday night. Both The Oregonian and KATU – a local Portland television station – received the files as part of a public records request filing. The documents focus mostly on Will Lyles, who ran a recruiting and scouting service and was at the center of the investigation. The alleged violations took place mostly during the tenure of former Ducks coach Chip Kelly, who is now the head coach of the Philadelphia Eagles after departing the school in January. The NCAA enforcement staff said the following in the report: “There were underlying major violations coupled with failure to monitor violations involving the head coach (2009 through 2011) and athletics department (2008-2011).” But puzzlingly, the documents also state that there was “no finding for lack of institutional control and no finding of unethical conduct.” Which makes absolutely no sense. Basically the NCAA is saying there were major violations and the head coach failed to monitor his program for a period of two years, but that doesn’t qualify as a lack of institutional control or unethical conduct. Just to remind everyone what exactly happened, Lyles has actually admitted that Oregon paid him a substantial sum of money to gain access to recruits and for him to use his influence to steer players towards the school. Lyles recruits LaMichael James and Lache Seastrunk wound up at Oregon. Oregon issued a statement on Monday that was pretty benign, basically saying this was an ongoing review and that the university was cooperating fully. Oregon is expected to appear before the NCAA’s committee on infractions at some point this year.
