Joe Morgan is the Vice-Chairman of the Board for Baseball's Hall of Fame, so he must be guarded in his remarks about which players deserve to be enshrined, but Morgan was clear about the way the legal system took on Roger Clemens. "The things that happened to (Clemens and Barry Bonds) should not have happened," said Morgan. "I think the government should have better things to do than to spend all of our money trying to chase these two guys down. The fact still remains that the league should be the one that penalizes people of they do something wrong, not the federal government." Morgan, arguably the greatest second baseman ever, made his remarks at Minute Maid Park Friday, where he was in enshrined in the Astros' "Walk of Fame." Morgan started his career in Houston and played nine years for the expansion Colt 45's and the Astros before getting traded to the Reds. He came back to Houston as a free agent in 1980 and the Astros won their first ever division title that year. Morgan's nickname during his playing days was "Little Joe," a reference to his 5-foot-7 frame, so he can relate to the Astros' 5-5 second baseman, Jose Altuve. "I like Altuve for obvious reasons," said Morgan. "He's a small guy, he's a second baseman and he's a good player. You know what? Being a small guy, to me, was a positive. It taught me, as a young kid, to work harder than the big guys to prove I could the things that they could do." Morgan won the National League's MVP award in 1975 and '76 and was a member of Cincinnati's Big Red Machine which won the World Series those two years. Morgan considers the Reds' Brandon Phillips the best defensive second baseman in the game today and a healthy Chase Utley the best offensive player at that position. When asked about Craig Biggio's chances at making the Hall Morgan again was cautious with his remarks but conceded Biggio is probably deserves to be inducted. "I think so, yes," said Morgan. "I don't want to get into individuals but if you're going to ask me then I think Maury Wills is, too, and he's not in. It's a difficult thing for me to speak on individuals, since I'm on the Board. I don't want to sway voters." Morgan still considers the first day he put on the Colt 45's uniform the highlight of his career: "I was fortunate enough to play on two world championship teams, play in four World Series, division titles and all that but the first day I put on that uniform is still the highlight of my career."
