It is believed that the Ravens gave a low tender to wide receiver Demetrius Williams, a league source said. This hasn't been confirmed by the Ravens or his agent. There had been speculation that the Ravens wouldn't tender Williams, making him a free agent. Injuries and inconsistent play have resulted in disappointing play for the former fourth-round pick. If the Ravens tendered him, they would have to give him $1.1 million this season.
