Garrard tops on Dolphins' depth chart; Tannehill has a chance

The Dolphins aren't close to settling their three-way quarterback competition, meaning rookie first-round pick Ryan Tannehill has a chance to start for Miami. David Garrard was listed as the starter on the first depth chart of the preseason on Monday, and coach Joe Philbin said it was a result of what happened since April 10. "First and foremost, he's gotta be a decision-maker," Philbin said on NFL Network on Monday. "Second thing is, if you're going to play quarterback in the NFL, you gotta make plays at critical times to win games," Philbin said.
