Bart Scott reminds me a lot of Howard Dean. Both are well known personalities in their respected fields who reside “Outside the Beltway” so to speak. Scott and Dean are known for having their opinions and you love/hate them for it. Of course, the first parallel coming to mind in this analogy is the loud moment coming from having a microphone turned up. The Bart Scott “CAN’T WAIT!” moment (see the full interview below), after his New York Jets had upset the New England Patriots in the 2010 AFC Divisional playoffs, had the microphone turned up; because of crowd noise. Likewise “Dr. Dean and the Primal Scream” was misleading too; account of the microphone being turned way up.
