The Officials in the Carolina Panthers-Washington Redskins game should not have blown a whistle during a DeAngelo Williams 30-yard touchdown run Sunday and they also shouldn't have rewarded the Panthers with the touchdown. An official, who thought Williams went out of bounds blew an inadvertent whistle while Williams was at the Redskins 17-yard line and on his to the endzone.  The play was called back.  But after a referee conference the touchdown was rewarded to Williams and the Panthers.     Williams appeared that he would have scored the touchdown, so the refs sort of got the call correct despite the NFL saying the correct ruling would be a dead ball when the official blew the whistle.  The Panthers would have had the choice to either take that ball on the 17-yard line or replay the down at the 30. "In Sunday's game between the Carolina Panthers and Washington Redskins, the Panthers were incorrectly awarded a touchdown following an inadvertent whistle," an NFL spokeperson said in a statement via CBSSports.com. Rule 7, Section 2, Article 1 (n) (i) of the NFL Rule Book (page 32) states that when an inadvertent whistle is blown while the ball is in play, "the ball becomes dead immediately" and "if the ball is in player possession, the team in possession may elect to put the ball in play where it has been declared dead or to replay the down."
